Thanks [~xkrogen], [~chris.douglas] and [~andrew.wang] for the review and
comments. I have updated the patch with the following changes:
1. Using Timer.MonoticNow() instead of Time.MonotonicNow() to avoid sleeping in
tests.
2. Replaced synchronized block in readUnlock() with logic from HDFS-10742 to
avoid using locks.
