bq. the first one is to make sure the SCM receives enough DN registration. If 
we persist the container-node mapping in SCM, we do not need to wait for full 
container reports. Also SCM does not take the responsibility for maintaining 
the container states/durability, thus this type of safemode is very lightweight 
compared with the current NN safemode. (maybe we can rename it ...)

Completely agree, Arpit also made the same comment, and suggested that I use 
something like a "chill mode" -- to indicate we are just waiting for a minimal 
set of info instead of classical safe mode. Shall I rename it as "Chill Mode" 
to indicate this is something other than the safe mode. I am open to any naming 
suggestions you might have.

Absolutely, in fact when we have to the full SCM you will see that this call is 
used only by SCM and SCM in turn will expose this as a single call. We are just 
layering these calls for time being.  When SCM code is in, you will see that a 
forceEnterSafeMode will put both container manager and node manager into safe 
mode via a single call.
