I make a code glance for the balancer tests and add the block-move timeout in
related tests. Since that some tests reuse the method
{{TestBalancer#initConf}}, I don't need to modify each test. Attach a initial
patch.
Hi [~zhz], if you think the block-move timeout is not a suitable value here or
you have other suggestions, you can just let me know. Thanks!
