I was able to apply this patch but it seems {{hadoop-tools/pom.xml}} and
{{hadoop-project/pom.xml}} need to be updated to add {{hadoop-fs2img}} as a
module/dependency. There were also a few issues building the code when I also
applied {{HDFS-10675-HDFS-9806.002.patch}}.
Also, as this is a migration from 2.8 to 3.0, {{ImageWriter.LAYOUT_VERSION}}
should be updated from -63 to -64.
