Upload v3 patch that consolidates the changes from original patch in this
ticket. This patch has
- Add implementation to GET_BLOCK_LOCATIONS operation in httpfs
- Use GET_BLOCK_LOCATIONS as operation name in httpfs instead of original
GETFILEBLOCKLOCATIONS, to keep consistent with Webhdfs API
- Fixed an issue in TestHttpFSFWithWebhdfsFileSystem that it doesn't test
httpfs using webhdfs as proxy FS
