[~redvine] you are right about it. The test fails after HDFS-7704. HDFS-7430
changed wait time to let the test pass. Applying the patch in this jira also
fixes the failure.
However, even after HDFS-7430, we are still seeing the test failure, albeit
very occasionally. So I think we may want to increase the wait time to
eliminate the test failure. Or use GenericTestUtils.waitFor helper method
instead.
