Hi, [~rakeshr], the patch is updated. After discussed offline with [~drankye], 
it's better not to check mover id file lease. If the file exists, to some 
extent it means that the user tried/wanted to run Mover manually, so currently 
in the patch SPS just reports the issue and exit. If the user wanted to use SPS 
then delete the id file before another run to start SPS. This behavior also can 
be refined later if needed. What's your opinion? Thanks for reviewing the patch!
