Description: HDFS-11156 adds GETFILEBLOCKLOCATIONS in webhdfs, user can
uses this http request to get a array of BlockLocation json output. This ticket
is to track the doc updates in WebHDFS.md (was: Add GET_BLOCK_LOCATIONS in
webhdfs API docs, currently it is missing.)
