* {{DatanodeDescriptor#LeavingServiceStatus}} fixed to have maintenance and
decommission only replicas
{{DecommissionManager#Monitor#processBlocksInternal}} updated to track
maintenance and decommission only replicas.
* FSNameSystem#getDecomNodes and FSNameSystem#getEnteringMaintenanceNodes
updated to use the right APIs.
[~mingma], [~eddyxu], please take a look at the patch.
