Is this JIRA related to pluggable EC policies? Right now I believe the
available EC policies are hardcoded, not specified in a file.
If not, I don't think we need this once we have HDFS-7859 either, since at that
point we'll be managing EC policies via RPC, not an XML file. In this case, we
can resolve this JIRA as "Not a problem".
