comments.
For #1: I did that intentionally because after NN restart, it will not have any
info related to already scheduled once. It will have to reschedule. So, I
thought we can just send to clean in progress stuff. But anyway we can handle
this in HDFS-11334. So, now I made to send only in reconfig case.
