Thanks for the comment [~aw]. My understanding is that the main concern is 
compatibility for off-cluster clients still using Hadoop 2 client JARs. The 
shell script rewrite definitely changes things a lot for operators, but the 
scope is contained to the Hadoop 3 cluster which makes it okay.
