The constructor for {{ReplicaInfo}} is package-scope instead of protected.
This means that an alternative dataset implementation in its own package cannot
create Replica classes that inherit from ReplicaInfo the way {{LocalReplica}}
does (or the way {{ProvidedReplica}} does in HDFS-9806).
