Resolution: Duplicate
Given the recently checked changes, it will be difficult to make the separation
between this JIRA and HDFS-11425 (they depend on each other now). So close one
and mark as duplicate of HDFS-11425, and will put the changes in this JIRA into
HDFS-11425.
