yes [~lukmajercak], we need to additionally count in the ENTERING MAINTENANCE
nodes as well. I am adding a new test based on the one given by [~linyiqun] in
HDFS-11486 in TestMaintenanceState to cover this case.
[~lukmajercak]/[~jojochuang], Shall I merge all the fix and test patches along
with mine and post a complete patch covering both HDFS-11499 and HDFS-11486 ?
Or shall I submit v02 patch for this HDFS-11499 alone with maintenance state
included. Your suggestion please ?
