after failover of a three node distributed cluster, one node with both namenode
and journalnode services was completely down. A second journalnode was in
wedged state due to insufficient space, so namenode service could not resume.
Once space was cleared however, journalnode did not resume on its own,
preventing a majority of journalnodes for namenode reads.
