We should definitely deprecate if it's not already. The name "oiv_legacy"
already implies deprecation.
Since we have the LevelDB based OIV tool now, I think we can consider removal
(though it's not much of a maintenance burden). We should check with [~daryn]
and [~kihwal] since their usecases were why we brought back oiv_legacy.
