I think you will also need to file an Apache Infra ticket to have 
ChocolateCloud-RS installed. An example is INFRA-10333 which requested 
openssl-devel installed on Jenkins. The library ChocolateCloud-RS is 
proprietary, so you may have to be specific how to download it, get license and 
how to install it.
