Thanks for the information [~ehiggs]. I took a brief look at HDFS-11190 and
found that the existing usage inside HDFS is not changed to use the new
LocatedBlockBuilder. Since changing the existing usage of various LocatedBlock
constructor will touch many files, I would suggest we have a separate the
change here to make the patch easier to review. I can reassign this JIRA to you
if you are interested in it.
