[~msingh] This is the document that discusses how SCM will use pools for
replication. The first part of the patch will be uploaded soon. I am breaking
up the patches into multiple patches to make it easy to code review.
I still have to create the part that actually issues commands for replication,
this patch simple finds containers that are either over replicated or under
replicated. But the attached document gives an end-to-end view of what we want
to achieve. Please do leave me comments on the doc. I would be extremely
thankful if you can take some time to code review this patch, since this is a
critical part of SCM.
