For built-in policies, the EC policy name fully specifies the EC policy
parameters, e.g. "RS-6-3-64k". So, the name is sufficient for built-in policies.
We also should still support parsing a fully-specified EC policy too, to
support pluggable policies. This relates to pluggable EC policies. Hoping we
can still unit test this specifically for WebHDFS.
