Currently format() method returns aborted state instead of completion state. 
Given that definition, format() method seems fine.

As regards to reusing clusterId - I feel format wipes out the previous state of 
the namenode. Reusing cluster ID adds unnecessary Y/N questions and makes the 
behaviors complicated to document.
