Hi [~eddyxu], [~jojochuang] and [~drankye], I will continue to complete this
issue first and leave the fsimage related work behind to another new issue. And
thanks [~jojochuang] for the reminder. Meanwhile, I find that the
addErasureCodingPolicy API in HDFS-11605 is not added into HdfsAdmin either, so
I will add both of them in the new patch.
