Thanks Andrew for the report and fix. Good to be more human friendly! :)
Nits:
- Why do we need to create a new minicluster? Seems the test suite already sets 
up one.
- I see there's 1 more {{parseLong}} in {{SetQuotaCommand}}. We can fix here 
when you're at it, or create a new jira - either way WFM.

Also, should we link this jira to the human readable units?
