ozone.ksm| scm .leveldb.cache.size.mb default is 128 MB. This was set to that
value because ozone was segfaulting the jenkins containers.
But for most deployments this is a very small value. So we need to set this to
a bigger value and create a ozone-site.xml that we use for all test purposes.
