There are a bunch of places in SCM and KSM where we are returning
"FAILED_INTERNAL_ERROR". This often indicates some other component failure like
DB or disk I/O. We should make sure that we have detailed logs on server side
which explains why the failure happened. We should review all
FAILED_INTERNAL_ERROR cases and add appropriate logging as needed.
