Attach the initial patch. This patch is based on the code in HDFS-12118. Will
change the JIRA status after HDFS-12118 is merged. The main problem of bucket
commands is that the handler exception logic is not very correct. This error
message will be missing sometime in
{{BucketProcessTemplate#handleIOException}}. I take a minor change as
VolumeProcessTemplate did.
