Thanks Anu for filing this! Just to add a note. The current key allocation
logic also does a very similar workaround, which will need to be fixed later as
well. More specifically {{ChunkGroupOutputStream#getFromKsmKeyInfo}} is
currently also ignoring shouldCreate flag and assumes it is true always.
