I filed HDFS-12251 for the filesystem docs.
In the meantime, I have a question for hbase. As {{StreamCapabilities}} is bind
to an {{OutputStream}}, Hbase needs to firstly open a file for write (i.e.,
getting the {{output stream}}, before it can query the capabilities. Would this
satisfy the needs from hbase side?
