As I understand it, the intended behavior is to apply the permissions, but to 
exclude the extended attributes added by the external attribute provider in 
FileStatus. If the external provider is also running at the destination, distcp 
explicitly writing these attributes may cause conflicts. Or at least be 
confusing.

[~yzhangal], should we close this issue as WONTFIX? The discussion may become 
difficult to track, if it spans multiple JIRAs. We can pick up the design in 
HDFS-12294
