Post v001 patch. Some notes:
1. refactored SQLCLI to {{SQLDumpCLI}}, additionally, a new {{SQLQueryCLI}} is
added
2. to use {{SQLQueryCLI}}, a user-provided json file must be specified in
config. May include a default file with common queries later.
2. the user-provided SQL query file needs to be in certain json format (see
{{SQLQueryCLI}} for the detail, will add this to doc after it gets settled down)
