Description:
Per discussion in HDFS-12489 to reduce the verbosity of logs when exception
happens, lets add logger to {{Shell.java}} and move error stack traces to DEBUG
level.
And to track the execution time of oz commands, when logger is added, lets add
a debug log to print the total time a command execution spent.
