So I uploaded the first patch, ready to review and merge:

1. I moved every developer specific instruction to the wiki: 
https://cwiki.apache.org/confluence/display/HADOOP/Ozone
2. This patch contains docker-compose files, which could be tested according to 
this guide: 
https://cwiki.apache.org/confluence/display/HADOOP/Dev+cluster+with+docker
3. The definition is not part of this patch, but I also created docker images 
to test ozone without building the source. Long term it will be part of 
https://issues.apache.org/jira/browse/HADOOP-14898, but now you can test it 
according to the 
https://cwiki.apache.org/confluence/display/HADOOP/Getting+Started+with+docker 
Or the GettingStarted.md from this patch.
4. I moved the configuration to a separated page to a.) simplify the getting 
started guide b.) create space for additional notes about the more important 
config keys. (or for HDFS-12475)

To test this patch please try to run it with docker according to two guides 
mentioned in 2 and 3.

2. needs a dist build and use the local version of ozone 3. doesn't need any 
source at all but use an older version of ozone (about 5 days old, but I will 
update it frequently)
