do this work around in the client path.
The current code handles this with ASSIGN and OPEN state. The client work
around has been removed. But agree we will be able to handle this eventually
with lease manager.

containerStateManager#updateContainerState Not sure I understand this comment
clearly, Skipping for now.
I think this is there already in the latest patch line 261.
Can you fix the findbugs/checkstyle and unit test failures in ozone reported by
Jenkins which seem to be related?
