In Ozone (SCM/KSM) web ui we have additional visualization if
rpc.metrics.percentiles.intervals are enabled.
But according to the feedbacks it's a little bit confusing what is it exactly.
I would like to improve it and clarify how does it work.
1. I will to add a footnote about these are not rolling windows but just
display of the last fixed window.
2. I would like to rearrange the layout. As the different windows are
independent, I would show them in different lines and group by the intervals
and not by RpcQueueTime/RpcProcessingTime.
