Fix For: HDFS-7240
As part of HDFS-12598, pipeline allocation and re initialization with ratis was
fixed.
However TestKeysRatis#testPutAndGetKeyWithDnRestart currently fails
occasionally.
This jia will be used to track this issue and re-enable the test again
