Currently the ContainerStorageLocation#ContainerStorageLocation does not
resolve to the actual container prefix before passing it to CachingGetSpaceUsed
for calculation. As a result of that, if SCM datanode is running along with
HDFS datanode, the HDFS datanode usage will be included in scmUsage too, which
is incorrect. This ticket is opened to fix it.
