This patch fixes the issues with TestSCMCli and adds a test file
TestContainerStateManager. The ContainerStateManager would now load the
container information when its instance is created. Currently it does not set
the allocated bytes for each container it loads on restart. That would be fixed
by jira issue HDFS-12474 and can be dealt after that. MetadataStoreBuilder
requires some more time to be looked into and any fixes can be done in a
separate jira for now.
