Thanks [~daryn], I agree that the name {{NNTopUserOpCounts}} has an indication
that each op should be counted once. I'll add another patch to move the newly
added metric to a new context (maybe {{NNTopUserPerfImpact}}). Would you be OK
with that (or still want to revert this first)?
