Thanks for the suggestion. I will think on this line and will update in next 
patch.

You are correct. In the first draft, {{PolicyBasedQueue #getAtMost}} method was 
not synchronized. Thats why I added that comment.
But then later on, to avoid some race condition, I decided to add the 
synchronized method but forgot to remove that comment.
bq. Is this supposed to be called outside of the class?
Same explanation as above. In first draft, I was calling this method  when 
{{ValueQueue#drain}} was called. But then I added {{PolicyBasedQueue#drain}} 
method but forgot to remove {{PolicyBasedQueue#clear}} method.
