Currently it has:
* Router state (including State Store interface).
* UI changes with the Routers and their states (including metrics).
* Router safe mode. When the Router cannot reach the State Store it goes into a
safe mode where it doesn't serve write requests. It also happens at startup.
This is a little longer than I expected, I can split it if so.
