DNs that fail to resolve the NN for the rpc connection will cause the webhdfs
client to fail w/o retries. The webhdfs retry policy should be modified so it
will try another DN.
Webhdfs should use RetryPolicies.retryByRemoteException in addition to the
network FailoverOnNetworkExceptionRetry policy. The NameNodeProxies check for a
resolved address should throw a distinct exception (like UnknownHostException)
for the remote ex policy to catch.
