Posting a patch that
(i) allows local replicas to be created for PROVIDED blocks on Datanodes which
already consist a PROVIDED replica, i.e., allows replacing the PROVIDED block
with a local replica (changes to {{FsDatasetImpl}})
(ii) prefers local replicas to provided replicas when deleting replicas
(changes to {{BlockInfo}}).
(iii) Modifies an existing test case to include the scenario where all
Datanodes have provided and disk volumes.
