Posting a patch that uses a {{PathHandle}} to read from remote filesystems. As
{{PathHandle}} is currently not widely supported, the patch defaults to opening
with the remote URI if {{open(PathHandle, HandleOpts[]...)}} is not supported
by the remote {{FileSystem}}.
