TestHFlush failing intermittently

I can't reproduce this failure reliably, but it seems like TestHFlush has been
failing intermittently, with the frequency increasing of late.
Note the following two pre-commit test runs from different JIRAs where
TestHFlush seems to have failed spuriously:
