Enumerated changes:
- FSImage.saveFSImageInAllDirs wasn't throwing an exception even if there were
no non-failed storage dirs
- TestEditLog now makes sure that the formatted NN has an fsimage_0 file
- TestEditLog now makes sure that, if the NN starts with any unfinalized logs
(eg after a crash) it will save a new checkpoint on startup
- Removed old fault points from TestSaveNamespace that no longer made sense (eg
moveCurrent) and added new faults at various points in the image saving process.
