Attached patch adds a {{ProvidedStorageMap#notifyDatanodeStateChange}}, which
is called whenever a Datanode's state transitions out of
{{AdminStates.NORMAL}}. When Datanodes are noticed as dead
({{HeartbeatManager#removeDatanode}}), {{ProvidedStorageMap#removeDatanode}} is
called. {{ProvidedDatanodeDescriptor}} now maintains 2 lists - one for
datanodes whose state is {{AdminStates.NORMAL}}, and another for datanodes
whose state is not {{AdminStates.NORMAL}} (we don't distinguish among the
states that are not {{AdminStates.NORMAL}}).
