Post a patch to cover the idea how to align RouterWebHdfsMethods with
NamenodeWebHdfsMethods. Tried to reuse as much code as possible from
NamenodeWebHdfsMethods, while keep minimum changes to NamenodeWebHdfsMethods.
Still under testing all functions. But would like to get some early feedbacks.
