Thanks [~linyiqun] for [^HDFS-12934.004.patch].
Regarding {{Router#getChildrenPaths()}}, my main concern is that it's a
function in {{Router}} with no reference to quota while basically does that.
{{getQuotaUsage(String path)}} was just a proposal but anything with "quota"
there should be fine.
The change to {{TreeMap}} seems to simplify the code a bunch.
I'll be testing the code this week and give a fully tested review tomorrow.
