    Description: Currently any changes to add/delete a new proxy user requires 
NN restart requiring a downtime. This jira proposes to make the changes in 
proxy/user configuration reconfiguration via that ReconfigurationProtocol so 
that the changes can take effect without a NN restart. For details please refer
